Welcome to the new Dental Hygiene Committee of California (DHCC) web site. We are proud and excited that DHCC is the first of its kind in the United States.

The DHCC will consist of nine-members appointed by the Governor; four public members, one practicing dentist and four dental hygienists. The responsibilities of DHCC include issuing, reviewing, and revoking licenses as well as developing and administering examinations. Additional functions include adopting regulations, determining fees and continuing education requirements for all hygiene licensure categories.

Electronic Fingerprint Requirement Information

For all DHCC renewal cycles beginning July 01, 2011, electronic fingerprinting will be a required component. If your renewal cycle begins after July 01, 2011, you will be required to have your fingerprints recorded using the Livescan service in California if you have not already done so. Unfortunately, the paper fingerprint cards used historically no longer fulfill this new legal requirement.

The procedure is modern and efficient. The technology is called Livescan and the process is as simple as rolling your fingers on glass. No longer is it necessary to get ink on your fingers.

Notice: It is important to use the correct DHCC Livescan form as each form contains specific routing information that specifically routes your information to us.

We are prohibited by law to share fingerprint information with any other association. For instance, if you were fingerprinted by DMV, the Dental Board of California, or perhaps for an employment background check, the information you submitted is specific to the association to which your information was submitted. The DHCC cannot request, retrieve, or otherwise legally acquire information previously submitted by you to any other association.


Fictitious Name Permit

Effective January 1. 2010, Registered Dental Hygienist in Alternative Practice (RDHAP) can apply for a Fictitious Name Permit (FNP). The application and requirements are available on our website under the APPLICATION tab and FORMS and PUBLICATIONS tab.


AB 1424: License suspension for Franchise Tax Board or Board of Equalization certified list of top 500 tax delinquencies over $100,000.

ALERT: Effective July 1, 2012, the Dental Hygiene Committee of California (DHCC) is required to suspend a license/certificate/registration if a licensee has outstanding tax obligations due to the Franchise Tax Board (FTB) or the State Board of Equalization (BOE) and appears on either the FTB or BOE's certified lists of top 500 tax delinquencies over $100,000. (AB 1424, Perea, Chapter 455, Statutes of 2011)

Once it has been determined a licensee is on a certified list, the licensee has 90 days from the issuance of a "Preliminary Notice of the Intent to Suspend" to either satisfy all outstanding tax obligations or enter into a payment installment program with the FTB or BOE. If the licensee fails to come into compliance they will have their license suspended until the (Board/Bureau/Commission/Committee) receives a release from the FTB or BOE.

The FTB and BOE are currently expanding the certified lists from 250 to 500, but you can check if you are currently on the FTB's certified list at: www.ftb.ca.gov/individuals/txdlnqnt.shtml or the BOE's certified list at: www.boe.ca.gov/cgi-bin/deliq.cgi. If you believe you are on either list in error, please call the FTB at (866) 418-3702 or the BOE at 916-445-5167.


Online Renewal

At this time, licensees can no longer renew online. Licensees may have the capability to renew online in 2013.
